Fred's Harford County has a few interesting posts on special tax districts -- an idea that is being floated by the county to help developers pay for development. I thought developers paid for their own developments?

Governments that want to encourage development activity in their areas may offer tax breaks to companies or may offer to pay for structural improvements ... roads, sewers, ... as an inducement.
I believe the cost of the actual projects is up to the developer.
